  22.    A joint US / EBE facility exists beneath the Archuleta Mesa
  23.    near the town of DULCE NEW MEXICO. This facility has been in
  24.    existance in one form or another since 1948. The facility proper
  25.    is located one kilometer underground. The base is approximately
  26.    2.5 miles northwest of Dulce, and almost overlooks the town.
  27.    There is a government road 36 feet wide going into the area.
  28.  
  29.    In 1979, something happened at the base with 66 humans
  30.    killed and 44 humans escaping. It is suspected that the US
  31.    attempted unsuccessfully to take over the base by force.
  32.  
  33.      One of the people who in escaped the facility was a CIA agent who,
  34.    prior to leaving, made some notes, photos, and videotapes, before going
  35.    into hiding. He has been in hiding ever since, and every six
  36.    months he contacts each of five(?) people he left copies of the
  37.    material with. His instructions were that if he missed four
  38.    successive contacts, the people could do whatever they want with
  39.    the material. The individuals caring for the packages were non
  40.    technical in nature and new very little about the documents.

  42.      In December 1987 a Description of these so called "Dulce Papers"
  43.    was issued, and received by many researchers. The leak is suspected
  44.    to have come from one of the caretakers of the papers. The Dulce Papers
  45.    themselves were said to be composed of the following:

  47.          o     25 black and white photos
  48.          o     6 minute video tape of Dulce Facility with no dialogue
  49.          o     set of technical papers pertaining to Facility
  50.  
  51.    The contents included at least the following:
  52.  
  53.          o     discussion of copper & molybdenium
  54.          o     discussion of magnesium & potasium (electrolytes??)
  55.          o     lots of medical terminology
  56.          o     discussion of ultraviolet light & gamma rays
  57.          o     discussion of true purpose of the EBE's
  58.          o     discussion of usage of cow blood
  59.          o     discussion of DNA manipulation
  60.          o     discussion of "almost human beings"
  61.          o     discussion of "creation of nongender being"
  62.          o     discussion of DNA manipulation
  63.          o     discussion of "almost human beings"
  64.          o     sketches of the photos
  65.  
  66.    A number of questions come to mind after reviewing this information
  67.  
  68.       o   Who were the 5 individuals that each recieved the "Dulce
  69.           Papers" package
  70.  
  71.       o   In light of the seriousness of this material why has not
  72.           one of them gone public with the information itself?
  73.  
  74.       o   Does the videotape actually show living EBE's?
  75.  
  76.       o   Is the CIA agent still on the run and does he still check
  77.           in with the holders of the packages?

  79.       o   Who leaked the information about the contents of the Dulce
  80.           Papers?
